The vision of ACTS University was born in the era of theological confusion and religious disorder due to the influence of liberal theology after World War II. Following the World Evangelical Congress (1966) in Berlin, under the influence of the evangelist Billy Graham, the importance of establishing an institution such as ACTS was first discussed at the Asia-South Pacific Congress on Evangelism (1968) in Singapore. The international evangelical leaders who led the Congress planned to unite the churches in Asia in order to establish the Center for Advanced Theological Studies (CATS) which would train the future Asian leaders. In 1973, CATS was established in Seoul, Korea as it was renamed Asian Center for Theological Studies and Mission (ACTS).

아신대의 비전은 제 2차 세계대전 후 자유주의 신학의 영향으로 인하여 신학적으로 혼란하고 신앙적으로 문란해진 시대적 상황 가운데 탄생되었다. 1966년 복음주의 운동가인 빌리 그래함 목사가 베를린에서 국제전도대회(World Evangelical Congress)를 개최 후, 1968년 싱가포르에서 열린 아세아-남태평양 전도대회(Asia-South Pacific Congress on Evangelism)에서 ACTS와 같은 기관 설립의 중요성에 대하여 처음 논의 하였다. 이 대회를 주관한 국제적인 복음주의 지도자들은 아시아 교회가 연합하여 하나의 고등 신학 교육기관(Center for Advanced Theological Studies)을 설립하고 그곳을 통해 아시아 교회의 지도자들을 양성하기 위한 계획을 세웠다. 그리고 1973년에 CATS를 ‘ACTS(Asia Center for Theological Studies and Mission)로 개칭하고 설립하였다.
